Regulation guide

What Regulation (EU) 2023/1230 changes—and what software cannot promise

The regulation matters to lifting equipment, but it is not a blanket requirement for every equipment owner to adopt “complete digital traceability”. The useful angle is practical readiness: reliable identification, accessible product information and durable conformity evidence connected to the equipment record.

  • Mandatory application from 20 January 2027
  • Lifting accessories are expressly in scope
  • Digital instructions and declarations are permitted under conditions

Scope

Lifting accessories, chains, ropes and webbing are covered related products

The regulation covers machinery and named related products, including lifting accessories. Its central obligations concern manufacturers and other economic operators placing products on the EU market or putting them into service.

  • A lifting accessory includes slings and their components
  • Product identification and manufacturer contact details are required
  • Specific marking and instruction requirements apply to lifting accessories

Digital documents

Digital delivery is enabled, not universally mandated

Manufacturers may provide instructions digitally if access is marked, the files can be downloaded and saved, and they remain available for the expected lifetime and at least ten years after market placement. EU declarations may also be reached by an internet address or machine-readable code.

  • Paper instructions remain available on request at purchase
  • Essential paper safety information is required for products intended or foreseeably used by non-professionals
  • Digital declarations must remain accessible for the expected lifetime and at least ten years

Operational angle

Build a trustworthy bridge from the physical item to its evidence

LiftKept can help an owner locate the right record, preserve versions and apply internal eligibility rules. It does not make the manufacturer’s conformity assessment, instructions or declaration valid and should never market itself as automatic legal compliance.

  • Link identifiers and QR labels to the correct asset
  • Retain declarations, instructions and inspection evidence by version
  • Record internal custody and safety decisions separately from manufacturer obligations

Practical path

From physical item to trustworthy record

  1. 01

    Inventory the scope

Identify lifting accessories and related product categories entering the EU market from 2027.

  2. 02

    Check the source evidence

Confirm who supplied each declaration, instruction set and product identifier.

  3. 03

    Connect operational controls

Decide when missing or expired evidence should warn, block issue or require an authorised override.
